I wonder if they've instituted a ban on new homes as well. It should have been obvious over the last few droughts there's not enough water for any more homes, yet they keep allowing more. I'd better finish my drip system.

There was a 30-day exemption from the restrictions for new homes (we've got 5 days left on ours) to allow new sod to get rooted- I wonder if that's still in effect.

Yes, I believe that anyone who had their new plants in before the ban gets to finish their 30 days.

The new-planting watering allowance is only for "professionally installed" plantings.

My understanding is that the two major exemptions are if you have a garden that is for FOOD only (not a flower garden), then you can still water it, and per comments above, if you have professionally installed/maintained landscaping, then the landscapers themselves can water it using portable tanks, etc.

Alternatives: If your county allows it, a "grey water tank" system. If not, write to the powers that be demanding they DO allow them. Also, some folks actually will pay $ to have a well dug and use the well water for watering, which I think is allowed. Though if the season is dry enough, even wells will be dry.
