I scanned through it. Parts are not very confidence-inspiring to be sure--they definitely need to outsource a ton of operations, and renegotiate the labor contracts to have higher wages and fewer benefits (lack of enforcement capability of unpaid leave abuse stands out as particularly bad).

this looks to be a great detailed report. They have found a ton of savings. Most surprised to find that staffing costs were 77% of MARTA's total budget.

They did suggest charging for parking at some stations. I think this is a terrible idea as it would take whatever slight advantage taking the train has.

Was MARTA forced to commission this report? I can't imagine this being popular with their employees.

MARTA is just another bloated government agency with no incentive to operate efficiently.

Looks to me like people are talking about it.

In my opinion it's a serious indictment of the way MARTA has been operating. WAY too much flab and inefficiency. That's obviously one of the reasons people are not eager to link up with it.

Quite disappointing, but hardly surprising.

Yea. It looks like mostly good stuff. I am in favor of privatizing what they can through competitive bidding process.

Perhaps once they trim the fat people will regain trust in the organization. Maybe one day MARTA's fare recovery rate will rise above the currently pathetic 32%.

MARTA employees have pensions?

SLASH! Give them 401(k) plans like everybody else. I know a lot of them are union members, but come on, it's 2012.
