It is possible to start a heavy rail transit (HRT) system, but yes it is an expensive initiative. San Juan did fund and begin their HRT system as recent as 2004. It is possible, but a region like Seattle would have be dedicated to create such like San Juan did.

Yea but that had more to do with the heavy investment of their downtown transit tunnel. It is actually a cool feature of their system. It works really well with their extensive buses and makes things faster through the core.

The initial MARTA build out really was a massive undertaking that was very disruptive to the areas and on a scale that is almost impossible to imagine today. Atlanta should be really thankful for the HRT lines it has through the core.

Yes. It was really smart of them to do, and it links the important parts of Downtown. It was basically built to subway standards for electric trolley buses (some of which convert after leaving the tunnel to CNG).

Trying to plan ahead, they laid light rail tracks initially. Eventually they had to rip out the original rails for the expansion going on now, but the Downtown tunnel was a brilliant idea that is paying off to this day.

Seattle is paying massive dollars for transit to get caught up, but they aren't averse to raising taxes for it.
