I don't have a clue as to how to locate a good lawyer with more than a B average from a third rate law school. Would probably help to have one on retainer if affordable or prepaid law. I've been trying to live with manic depressive, harassing neighbors for years. I'm tired of it and want my life back. I've called the police to them but it doesn't help. Everything seems to be a civil case in COA. The last lawyer that took my money wasn't particularly bright. Thanks for any advice.

The bar association should be able to give you some names they have. Then you good google the names for reviews of people who used them.
