How is it that cities like Montreal and Chicago or Boston make top 10 lists nobody bats an eye, but when Atlanta does everybody's refuting it? Atlanta is already one of the top world class cities in the country.

A few reasons.

Once again, this is a worldly list, not a USA specific list. And secondly, there is a difference between a top 10 city to live, and a top 10 city to visit.

Because they are compact and easier to get around in. There's no traffic snarl of death and outdoor activities are better and closer. The downtowns have a more concice and a cooler sense of place. Atlanta has 4-5 downtowns kinda sprawled around.

Just as a point of observation, cities like Atlanta, Phoenix, Dallas, Charlotte, and Houston are all big airport hubs but not worldwide tourist destinations themselves. It's just odd.
