Few Bi-Lo stores in Augusta-Richmond and Columbia counties underwent aesthetic improvements in recent years. These improvements were new coats of paint or updating the decor. I do not think they are not enough to be on par against Kroger, Publix, and Walmart Neighborhood Market.

Assuming I read it correctly they denied them the rezoning so looks like this plan just got flushed down the toilet. Publix could still build near grovetown but there are few good locations considering the state of the roads.
Offhand I can see them now building in 2 possible locations.
#1 Out near Appling where they widened the road to a 4 lane.
#2 Across from Walmart where that old garage used to be and where they are clearing and leveling the land.

I think location number 1 would be a better fit for Publix. I just don't see them locating a store that close to Wal-Mart.

I wonder what reasons the request for rezoning could be denied.

Is there room for another grocer at Columbia Road, Lewiston Road and Hereford Farm Road?

Well a few people complained that it would just add more traffic and they whined that they didn't want to lose the "rural" aspect of living out there. In other words they are the type who would have probably vetoed using fire to cook food 30000+ years ago or whenever it was first used by man.

Ya I know as they rarely build close to any Walmart and I don't blame, not because Walmart can beat them on price but rather I suspect they don't want to risk getting to close to the low end shopping experience that is Walmart.

Columbia Road is developing. It will be difficult to remain rural.

Does Columbia County have a plan in place for Columbia Road in regards to designating specific areas for residential, commercial and industrial uses?

There is supposedly some master plan but considering some of the odd approval's they have granted like the Kroger's it makes me wonder if this might be more of a case of the right kickbacks not being offered by the developers.
