They have two measures, one is congestion the other is wait time in traffic. Congestion is measured as the delta between free flowing traffic and the slowdowns. If a place is always congested and so traffic never goes fast, then the delta will actually not be high so paradoxically the congestion will be lower.

wait time in traffic puts us lower

1. Los Angeles (59 hours)
2. Honolulu (50 hours)
3. San Francisco (49 hours)
4. Austin (38 hours)
5. New York (50 hours)
6. Bridgeport (39 hours)
7. San Jose (31 hours)
8. Seattle (35 hours)
9. Washington, D.C. (41 hours)
10. Boston (31 hours)

There are different ways to measure worst traffic. But still, this is not good and should be a wake-up call for us.

Only 38 hours/yr? Say 250 workdays/yr, that comes out to 9 minutes per day. So for example your commute that could take 20 minutes on empty roads takes 25 minutes with traffic? That doesn't seem so bad.
