So I have this neighbor that leaves for work every day at 3AM, and puts his dog out. The dog sits right across the fence about 20 feet from my bedroom window and barks nonstop at thin air until around 9-10am.

Excuse me sir, but people need to sleep and I don't have to lay here trying to fall back asleep until your little dog allows me to. This is one of the most annoying things..

If nobody in the neighborhood is doing anything about this, then I will. What is the best way to take care of this situation without a potential confrontation - because this is making me extremely stressed, agitated, and tired physically.

Your have to have a local town ordinance for noise. Call the clerk's office to be directed.
Or call the animal warden to find out.
Print it and drop it in their box after they leave for work.
Maybe the owner is unaware of the noise?

If I left for work and my dogs barked constantly, I wouldn't know it. That is, unless someone told me.

So the question is, have you told your neighbor about the problem (in a nonconfrontational way)?

I will have to go talk to him personally, but will probably wake him up since he sleeps during the day - oh the irony.

I'd gladly buy him a bark collar if it means I can get a decent amount of sleep without this nuisance waking me up every morning.

Somebody else is home, hence the second truck in the driveway?

The owner probably doesn't know. I think you owe it to the neighbor to make him aware of it before you start calling anyone. You should try to approach the neighbor in a friendly non-confrontational way first. You might even say that you are concerned about the dog since it likely is stressed or has some separation anxiety issues. If you don't get a positive response, then you'll have to take a different approach.

I don't want to be negative, but good luck trying to get your neighbor's dog to shut up. Most police departments and towns do not want to get involved in barking dog problems, and legal remedies are all heavily tilted toward the dog owner - your best option may be to move.

My neighbor had three barking dogs that had annoying and loud barks. I spoke my neighbor, and she said, "But that is what dogs do - they bark." I called the city - no good; I bought one of those sonic devices - no good; I spoke to the neighbor - no good. I didn't get relief until one the dogs thankfully died and another was given to a relative. I have peace and quiet now.

You really need to talk to him first, it is possible that he doesnt even know it is an issue. That is the only possible way to get it resolved without getting ugly.

In the meantime sleep with a fan pointed at your head. The white noise will generally block most noises.

One other thing. Our neighbor asked us if we could keep our dog in because she barks sometimes (not constantly). Apparently they sleep in until 3pm but watch tv until very late at night. I agreed to keep her in the house until 10am. They didnt like it because they slept until 3pm.

Generally speaking my dog only barks if there are service people coming around and she spends most of the day indoors so we felt that they would just have to live with it. My wife is home all day so she knows when the dog is barking and generally goes to see why so she knows it isnt all day - typically once/twice a day 10-20 seconds.

Our other neighbor with a beagle leaves their dog out all day and the dog used to howl constantly (not since they got the bark collar) so we thought maybe it was their dog but the complaining neighor said it was our dog.
