I'm thinking re-seeding my yard with Bermuda grass after painfully watching them dying slowly in the 3 month drought in the summer. Some people say Spring is the best season for reseeding, and some people say Fall is the best because the new grass wouldn't need to compete against weeds, and winter si mild enough here in TX.

When is the best time for reseeding in TX? Thanks.

Austin is still under watering restrictions so now would not be a good time. Unless the restrictions get lifted soon, I'd wait until spring because you will need to water every day in order for the seeds to succesfully germinate. If we were able to water every day now I wouldn't hesitate to start a new lawn, but I'd plan to do some additional over-seeding next spring also.
