Does anyone know the story behind this and what is meant by it?

Is this a reference to increased state control/spying/surveillance under National, or is this more of a local politics issue that is specific to Woodhouse's electorate?

Does anyone know what it means though, is it possible to be a casual fascist? this isn't the usual illiterate election billboard graffiti. For a country as doggedly socialist as NZ this is quite a turn up for the books.
