I notice that people tend to speed up when being passed on two lane roads which is dangerous. I do the opposite and slow down.
I have noticed this a lot too. I have actually had it happen to me when I was trying to pass a lady that was holding up the fast lane and almost rear-ended a truck in the slow lane because she decided she wanted to speed up to block me from getting ahead of her. Idiot.
Was it a no passing zone for sure? Don't see that specified in the report.

I've noticed the "speeding up" of the car you are trying to pass as well and it's very dangerous to the person who is passing for the other driver to do that. I always slow down, which helps the passer complete the move quicker and safer. Too many people think they are entitled to enforce the rules of the road. On the other hand, I pretty much never pass unless it's in a legal passing zone, I have a clear opening and I can take a good running start at it.
