CMPD did as well.

We got new Dodge Diplomats in our city back in 1985. The city administrator told us they were outfitted with the "POLICE PACKAGE". Being a car guy and also on the equipment committee I decided to check out his claim. After doing a little snooping around I found that the cars he bought were actually specked out to be taxi cabs. They were plain jane 318 - 2 barrel motors with heavy cooling, charging and suspension options. At the next equipment meeting I told him we should paint the cars yellow and when we are sitting around doing nothing and eating donuts we can pick up a few extra bucks doing taxi jobs (he hated cops). Fast forward to 1995. It absolutely killed him when we got new Impalas with the 9C1 package. It also wasn't a good time for the local car thieves because we now had cars that could keep up with them.

Were there any cars that could outrun the Impalas in and around '95?

Big difference for sure.

I know many people who would say an auto L99 Camaro is slow, can't break out of the 13's.

I guess many are unaware of what is a police package. It is not just a large displacement engine. Most if not all police packages have heavy duty suspensions for better handling, oil and transmission coolers, and provisions to allow for electronics and lighting installation. Years ago, many patrol cars used six cylinder engines but still were equipped with a police package.

Yep, my buddy thought his 98 CV interceptor was fast because it had "the package". That was until he raced me 5 times in my 4 door, '92 Tempo, 3.0L 5 speed, and could not for the life of him get his front bumper past my B-pillar. I'm not making the claim the Tempo was fast either. lol
Sure was nice to listen to that big V8 screaming thru the gears right next to my head though.

The power of the Crown Vic lies not in it's own speed, but it's ability to somehow cause surrounding traffic to mysteriously slow down upon the sight a Crown Vic

dunno, many these newer cars are gaining in weight. So fun to drive the 2500-3000lb sport cars. Some of the sport cars today weight 4000-5000 in weight with gobs of power. I remember driving the m5 with the v10, the front heavy engine sorta put a damper on the fun factor....but it was a powerful sedan

Sure there was. I think you missed my point though. I'm referring to the progression from the Diplomat to the Impala.
