Looks like the guy who was pulled over tried to attack the tow truck driver. The cop grabbed his arm and forced him away, and while doing so the old guy fell. Then he went to grab the knife that fell out of his jacket. The cop sighted a taser on him for it.
The cop didn't do anything wrong, as far as I can tell.

the policemanmade him pull over onto a soft shoulder. it caused him to get stuck.
the tow truck wanted to charge him he did not want to pay.
attacking the officer with a knife and a gun was over the top.

A perfect example of someone making a bad day turn into an unforgettable one. Sited for a violation, he was probably pissed and wanted to do the "I'll show you drive off". Instead, he got stuck. Of all places, on a stretch with NO parking so clearly he can't just leave his car there. There is no doubt that he would have confronted the tow driver with is knife and gun. It's a good thing that the incident didn't turn fatal.
