Yes I love them! If they are going fast enough you can slam on your brakes, get a new car AND free neck and back massages on their insurance co's dime for many years to come.
Two sides to this coin, I don't like tailgaters when I am doing 80+ in the left lane...
On the other side of the coin I've been know to tailgate when there is an ahole in the left lane doing exactly the speed limit and refuses to move to the right lane even when there is no traffic in it... (you can always tell these self righteous people, they are sitting ramrod straight and have a two handed death grip on the steering wheel only looking straight ahead)
So slam on your brakes whenever you have one on your behind then sue them when they rear end you.
You know that if you do that for absolutely no reason you can be found at fault. And lots of people have dash cams these days. He may be driving aggressive but you actually caused the accident

Surely, if there are no cars in the right lane, that driver should move over to the right lane.
But then you wonder, what the person behind him would do? There's nothing to do when you're already traveling the speed limit other than to move in to the right lane just behind him. So now you have the exact same situation except in the right lane. Might as well ease off instead of creating a dangerous situation.

This is 100% correct. You should never intentionally cause an accident. This is probably the only thing worse than creating a dangerous situation... which is exactly what the tailgater is doing. The best thing you can do is take control of the situation and make it less dangerous. Ease up on your speed until the distance between you and the person behind you is safe for the speed you are both traveling. Not only does this create enough breaking distance between the two of you, it reduces the risk to you, the person behind you, and others in the event of an accident.
