I think the Prius gets the highest mpg.

You probably won't get 28mpg city with any of those cars except the Prius or another hybrid

2003 Diesel Jetta with a manual transmission. If it is running right it will consistently average about 45 mpg.

My last tank was 50.5 mpg hand calculated.

I am guessing city average would be around 35mpg.

if you drive a lot in the city a Prius or another hybrid would be your best bet. I would recommend a fusion hybrid because I think it looks a lot better than the prius

or maybe camry hybrid

With the Civic you will. I'd add the Carolla to that list. I don't know the price range the OP is looking at but the list of cars the OP has for the requirements listed, is solid.

You're right that most hybrids will achieve much better than 28mpg and perhaps the OP should consider them.

Manual Civic. Simply can't beat it.
If you drive mostly city, hybrids won't do it. Don't listen to hearsay posters, listen to guy who actually owns 2 hybrids.
If you drive 70 or % of your daily trips at about 35-45 mpg and can coast for long stretches, THEN Prius or Camry Hybrid will be your best bet.

On a regular gas non-hybrid car 28mpg in the city isn't going to happen if you drive like a normal person and not a feather.
