I've never gone to any CITGO stations, and I don't even know if we have them here, but I know one thing all stations have in common, when you pay with a debit or a credit card at the pump, the gas will be dispensed at the normal speed, until you decide to let go of the handle on the nozzle, whereas when you pre-pay inside the station, either with cash or debit/credit, the pumps have a tendency to dispense gas at a much slower rate, in some cases 20-30 cents before the full pre-paid amount is reached, which can be annoying...
