Moscow now has special s/w implemented that, using existing cameras in normally congested traffic areas, spots cars owned by people that have any kind of indebtedness - alimony, taxes, tickets, what not. On the roadside there are police and collectors. Cars are pulled over and debts paid on site, or vehicle is arrested.
Very simple. They have traffic police and then whatever the name is for the debt collector services. They have legal right to retain your possession in compensation of the debt, if you can not pay right away. They take the car, same way it's taken here for say illegal parking by a tow truck, as collateral for the debt. When interviewed, one of the police force said - we have all kinds of debtors pulled over - from few hundred to several million. Several million is a car. So they take it.
Nothing really illegal in this if you think about it. Cars are repoed in the US all the time. Property of any kind can be confiscated to cover debt. Same principle.
And Moscow has one of the best public transport systems in the world, so they can't really claim difficulty in making a living without their car. Shoulda paid, тупой!

Except here you have to get a judgement to confiscate someone's property.
I dont know if that would work here. A lot of cars are financed or leased and the driver of the car usually does not own the car yet and has an lien holder. If they take the car, how are they going to be compensated when you are actually taking someone else's property (in theory).

Well cars get confiscated if you street race in some states. Or if in a drug deal/situation. But that's a different situation. I doubt it would work as most are primary vehicles.

Not sure about Russian law but here in the US no one can simply liquidate someone's assets on the side of the road for some unrelated debt. Cars are repoed because they are directly tied to debt through lien or some other agreement.
