i get 21mpg with 1.8L engine civic. but thats all city driving.

you will not get 21 MPG with taurus in the city no way.
unless there is no traffic at all in the city and you`re very light on the gas pedal

I'd bet on a misfire code if that was the case. I remember wanting plugs/wires.coil pack for the F150 some years ago and the dingleberry at the Kwik Kar wanted to drop and $89.95 fuel system service on me. Got me motivated enough on the weekend off to do it myself and "voila!", no more stumbling on uphill grades.

That could do it and that Vulcan 3.0 was FFV offering, if I remember correctly. I know it was in the Rangers and they weren't overly good on MPGs, either.
