Almost every morning the neighbor's dog pees on one of my tires. I didn't think much about it until someone said it could stain my rims. Any truth in this? I don't know what my rims are made of, but they are not steel.

Aluminum. Yes, the acid in the urine could discolor the paint on the rims.
This may sound Out In Left Field, Bagster . . . but it has always worked for me on tires as well as planters and big rocks in front of my home.
Try a few spritzes of Fabreze on and around each tire and both Dogs and Cats will go elsewhere.
Good Luck . . . definitely worth a try.
You could also put an electric fence transformer on the car. When the dog does it's thing, the urine stream would bridge the car to ground via the dog. That would discourage the behavior without causing permanent damage to the dog.

The dust from your brake pads does far more to stain your rims than pee would. Something like pee would only leave a mark if it pooled and then was baked on with the sun, and I don't see that happening with rims, it'll just run off.
She will take on any male dog in a p***ing contest. I've watched her do it many times.
