I wash before any service because I think techs pay more attention to detail when working on a vehicle that appears well kept. Cars don't appear terribly dirty here due to the lack of rain, there are few birds and I think some dust helps protect from the sun. I've probably washed my SUV fewer than 20 times in 10 years & when it IS clean it still looks like new.
I wash it when it's dirty. Sometimes the car stays clean for two weeks, sometimes over a month, I don't drive very much. I do make it a point to wax it twice a year, I have a power buffer so it does not take long and it's good to apply a good coat of slippery wax just before the road salt season gets here.
I've had my car for about a year now, and I've only had it washed (car washed) once, and that's only because the vehicle shipping company required that all cars be washed before they've accept them. Now, I have a coupon for a free wash, but I've never felt the need to use it. I more care that my car is clean on the inside.
As I garage my car and live in a mild weather area (SC), I vacuum it out every week or two, and get a car wash about every 6 weeks and I do like a clean car.

I also have it detailed (including waxing) once a year.
I can only imagine how coated in bug splatters the front bumpers are of the people who never wash. Rain doesn't get rid of that.
