I just got new tires, and suddenly realized my car is pulling hard to one side.
  1. Is it normal for new tires to suddenly affect pull?
  2. I took my car to get an alignment, they fixed toe, but said can't adjust camber for Civics. Is this true? Front only

If the pulling suddenly started then the tire(s) could be defective (radial pull). Swap the front tires side-to-side and see if the direction of the pull changes.

Some cars only have adjustable toe. If the other settings are out of spec it's because something's bent. Take any unnecessary stuff out of the car since added weight can mess up the alignment process.

"....suddenly realized my car is pulling hard to one side."
That should tell you it is a tire problem. This could be confirmed by rotating the tires from front to rear. Of course, that would be a diagnostic technique but not a long term fix, because you will have a problem when the tires are rotated again down the road.

The importance of camber setting on a modern car with radial tires is greatly exaggerated. Camber should not be a problem unless the car has been in a collision.

Buy camber bolts. THEN you can have camber adjusted. Just don't do it at Firestone.

Did you check if the tires have the same psi air pressure?
There is no caster-camber adjustment on Honda vehicles. Only toe.
