I am considering buying a car in Washington State with expired registration. I am a resident of Oregon. In order to LEGALLY move the car from Washington to Oregon would I need to:
1. Get a Washington trip permit
2. Go back to Oregon to get a trip permit and then go back to Washington and move the car.
I am asking this because I don't have a car currently, so it would cost me $$ to go back and forth between Oregon and Washington for option 2.
A few years ago, I purchased a new vehicle in Illinois and drove it home to Arizona. Obviously I had no desires to register and/or pay taxes in Illinois so the dealer obtained an Illinois "30 Day In Transit" temporary plate.
I bet a quick call to Washington's DMV would solve your problem asap.

Last time I got one the trip permit here in WA was just $15, but now it’s $30 and only good for 3 days. That would be a lot cheaper than going to Oregon, back, and back. Fly up, get the permit and drive back. There is a licensing place in Burien, not far from the SeaTac airport.

I buy trip permits to have on hand (WA and OR)
but... LEGALLY you would need a WA trip permit while using WA highways, and an OR trip permit while on OR highways.
I would be fine to use EITHER ONE (WA or OR) (only) and take the slight risk of an OCD officer complaining / citing you for NOT having an 'in-state' registration / trip permit.
WA will be ezr, as WA DOES NOT require proof of insurance on the VIN BEFORE issuing a trip permit
I have traversed numerous states and time frames on valid Trip permits (issued from a single state)
You can buy the WA 3 day Transit permit from any WA DOL office or sub-station (contractor) and probably available on-line.
I am an Oregon resident and purchased a vehicle in Washington and the dealers told me that all trip permits, fees, plates and registration were covered the dealership before I even drove off the lot . After the 3 day WA permit was expired I was informed to go to my local Oregon DMV and pick up the 30 day trip permit which was already paid for while I wait for my new plates etc . I went there and ended up having to pay for the 30 day trip permit. I was told by the Oregon DMV that indeed the trip permit was not paid for already by the dealer . Is this legal? I called the dealership and they acted as though they had no clue there were extra charges even though they had told me it was already paid for.
Sure am glad we live in Alabama where things are simple!
