1. Ignore the SUV; pretend it is not there. Are you allowed to cross there? No light, no cwalk. (left pic)
2. You are the car with the red X. You are headed for XX. The car ahead of you goes a moment after the light turns green, while the car across the tpke (making the L) goes immediately. If that car continues w/o stopping, and you continue w/o stopping, you both collide. Who has ROW? (right pic)

Connecticut: Vehicles must yield the right-of-way to pedestrians within a marked or unmarked crosswalk when a pedestrian steps off the curb and enters the crosswalk or is within the same half of the roadway as the vehicle. Vehicles crossing a sidewalk must yield the right-of-way to pedestrians or other traffic upon the sidewalk. Pedestrians must yield the right-of-way to vehicles when crossing outside of a marked or unmarked crosswalk. Where traffic control devices are in operation, pedestrians may only cross between two adjacent intersections in a marked crosswalk and may only cross an intersection diagonally if authorized by a traffic control device.
2. If you have a green signal and the car turning left has a green signal, the car turning right has right of way. The car turning left has to yield. If you have a red signal and the car turning left has a green arrow, the car turning left has right of way (protected left turn).

I am surprised more and more by how many don't seem to know this.
Unfortunately many people incorrectly ascribe this same rule of law to four way stops, wrongly assuming the motorist turning left still has to yield to oncoming or straight through traffic regardless of who arrived first to the controlled intersection.
If I was crossing I'd take the extra 2-3 minutes and go up to the light.
