In NJ there was a grant program that would help stations pay for the backup setup. Looks like 127 stations did it (some are still listed as pending in the list I found). It was voluntary. I wasn't aware of any mandatory requirements for a backup in NY

At first there were grants to expedite the program which required about half the stations in the downstate area to be equipped. A few years later there was legislation to require all stations in the state to be covered but I don't know if it passed in the face of upstate resistance.
