And this is one of the reasons why I did not move to Baltimore, despite being more friendly and laid back than the next major city to its south. But it seems like I wouldn't have ever seen Baltimore's laid back side as a full-fledged citizen of the city anyway.

Welcome to the south. Significant areas of Maryland are very segregated. With the headquarters of the NAACP being in Baltimore, I've often wondered why they allow this.
This is not a North-South issue. Most Marylanders today are culturally similar to people in New Jersey and Massachusetts. And I can tell you that people from those states are pretty damn racially biased against blacks.

I meant as a whole, all crime. Whites commit somewhere near 70% of the crime in the U.S.

I am not disputing the rates of incarceration. I am talking about ALL crime, not just felonies or violent crimes.

Blacks are convicted at a disproportional rate. If I remember correctly(so do not quote me on this, I'm too lazy at the moment to do a Google search), in 2008 when new DNA evidence was available/presented in cases involving black convicts, 168 out of 200 convictions were over-turned as the result.

And does anyone wonder why that is? Or should we just toss around words like "racist"? Why not ask why it is people look at black people the way they do?

Yes, that's pretty much true about Baltimore's population. From my experience, most of the poor experiences that I've had with people of other races are those who live outside of Baltimore. I work at a popular tourist place down at the Inner Harbor and it's been a couple of times when I had to shut my mouth so that I wouldn't get fired or written up.

Politicians can't do much when it comes to race relations. Once a person is a racist, there isn't much that one can do to change their mind. Don't even get me started on the cops! My boyfriend is Black (well actually Creole but he looks more Black) and he's been racially profiled by both Black and White just for walking home in our neighborhood. He doesn't have a record and I'm tired of people having this thought in their mind that "young Black man=drug dealer/criminal" or anything else negative.

If me and my boyfriends had the funds, we would have been moved.
