What areas are considered the suburbs of Baltimore? That are safe and have good public schools?

First you need a map to see where the City/County line used to be.
These show is the demarc for where the older "suburbs" start.

Good schools are about median neighborhood income...
and parental participation.

Baltimore County, Anne Arundel, Howard, Harford, and Carroll counties are the closest counties to the city and most or all of these areas are considered Baltimore suburbs.

I can't give you specifics about each county, but as an Anne Arundel native, I can say the Severna Park-Arnold-Annapolis corridor is one of the nicest areas of the Bmore metro area with generally excellent schools. Towson, Columbia, Ellicott City are also nice areas to name a few more

The areas that seem to be the most desirable are Severna Park, Towson/Hunt Vallley, and Ellicott City.

I would say the following counties:

Anne Arundel
Baltimore
Carroll
Cecil (at least the western half)
Harford
Howard

I am most familiar with Harford County, so I would recommed anywhere in the county except for Joppatowne and Edgewood.

Though not considered part of the official metro area, I think it's a safe bet to consider southern York and Adams Counties in PA under the Baltimore influence as well. Typically, route 32 in Howard county formes a decent boundry for many of the intermediate suburban counties of Baltimore and D.C. If I recall, Queen Anne's Co. across the bay bridge is now considered part of the Baltimore Metro area as well.

As others have noted, in Anne Arundel County (Severna Park, Arnold, Annapolis,Davidsonvile,Waters Edge/Pasadena), Northern Baltimore County (Towson, Ruxton, Lutherville, May's Chapel, Hunt Valley, Hereford), Howard County (Ellicott City, Marriottsville, Clarksville) Carroll County (Eldersburg, Finksburg), Harford Co. (Belair). These are typically the more desired suburbs throughout the area.
