So let me get this straight. Gov. Hogan has signed into law that gives Baltimore City and other counties in Maryland the OPTION to not pay the rain tax/fee? What if the don't want too?

The counties will instead have the choice of how to comply with the Federal
storm water management requirements, whether it be with a fee or other revenue sources.

Down here it's added to the water/sewer bill.

O'Malley took a lot of heat for the Rain Tax but it wasn't really his, it came from the EPA through the Clean Water Act. Part of the screw up in MD was how it was implemented which made it a political football that was easy to kick.

This is all tied into the Enhanced Nutrient Removal (ENR) requirements for sewage treatment plants, the Total Maximum Daily Load (TMDL) of pollutants allowed to be introduced into a waterway and the Watershed Improvement Plans (WIP) being imposed.

Bottom line is hold on to your wallet. Just ENR will likely double your sewer bills in the next couple years and then double them again by the end of 10 years.

TMDL and WIP compliance will eventually require some sort of Rain Tax to pay for control of non-point source run off pollution.

One of the suggestions from MDE is to run storm water through sewage treatment (after we've spent decades isolating sanitary sewage and storm water) or rehabbing storm water systems to introduce holding tanks to allow settling out of solids and primary treatment.

To give you an idea of the costs, Calvert County, the smallest in land area in Maryland, is looking at a $2 BILLION cost over the next 20 years to be compliant. That's without the two municipalities. Our estimate for the Town, with 2000 residents, is in the neighborhood of $40-50 million.

North Beach Person I think I may relocate my wallet else where by next year. This state is getting ridiculous. I don't mind paying taxes for anything as long as its worth something in return. I don't see it here in Maryland no longer. Instead of cuts they keep taxing the middle class and keeping big business away.
