Same impression here.
It's in one of the worst areas of the city. They of course did this on purpose, they love a challenge. They have some rules regarding enrolment. Priority one goes to the extended neighbourhood, then people who work there, (I think it includes JH Hospital). then citywide.

PS - we are two blocks off Patterson Park and found our area safe at the time (we moved 5 years ago) - we also never had trouble parking even though ppl consider that the end all be all at the moment. We usually parked right away or looked for 5 minutes if it was later.
