Can anyone (landlord) tell me if there is a location on the Baltimore City Housing website where the rental rates for section 8 housing is listed?
I can't find it.

Also, if you are a landlord currently renting to a section 8 tenant, how do you get an increase in the rent?

hmm a Section 8 rent increase?

That's like a salary decrease when you just got promoted.

Try calling the Baltimore Section 8 office.

In NY it is very easy to rent to Sect 8 and apply for a raise.

I could tell you the procedure for NY. But I don't know how helpful it will be.
