during the late 80's and early 90's these teams were at the top. Who had the better team over all? You can compare the years they were in the world series. (Both teams played the Braves once)
Toronto was a considerably better team IMO. Those two World Series wins for the Blue Jays were a culmination of an 11 year run of excellence (1983-1993) in which Toronto had the best franchise in MLB (winning season every year, 3 other division titles in 1985, 1989, and 1991). By contrast, the Twins were very lucky to win the 1987 World Series (only 85-77 in the regular season, then the playoff rotation then in place gave them HFA in both the ALCS and WS), and although the Twins had a very good team in 1991, their run was interrupted by the A's three straight AL West titles (and AL pennants) from 1988-1990.
I WAS a HUGE Twins fan...and still kind of follow them. But that JAYS team was one of the best of all time. Just stacked. The Twins had better pitching with Viola in 87 and 91 Jack Morris was better than 92 and 93 version. (didn't they have an older Dave Stewart? I'm probably short changing their pitching cuz their hitting was THAT good.)
I'll try to name some Blue Jays off the top of my head.

The Braves I think had the slight edge with pitching, I think what helped the Blue Jays was there pitching staff, there relief pitchers could go the distance with the braves starters. (on paper that is) I think the twins bottom lineup were equal to the Blue Jays. Pat Borders and Ed Sprague were the difference.

The ?? is two people, Tony Fernandez and Manny Lee.
As for my choice, I pick Toronto since overall, they built that team from the bottom up since their expansion in 1977. Not only did they make trades for players who didn't have a chance to be starters on other teams, but they signed prospects from the sandlots of the Dominican Republic. Plus, Toronto also traded for players who were close to hitting their primes (such as David Cone, Alomar, Carter, etc.).
