Millions of dogs and cats are put to death in the USA every year. It's an awful waste of life. It would be less wasteful if they were eaten instead of thrown into the trash dump.

Dogs are commonly eaten in China although there are now regulations against it. I have seen "dog hot pot" on menus. These dogs are raised to be eaten. Chinese do not eat their pets.
