Black Sands - Hawaiian Acres - Other Nearby Estates? (Pahoa: insurance, crime)

I have really enjoyed alot of the advice on this forum and have to ask for some more.

I've been looking at buying a lot somewhere in the Puna/Pahoa area, and have looked at Hawaiian Acres and Black Sands, but am willing to consider other areas nearby.

I hope to find somewhere with decent soil (just decent is OK), where there will not be too much crime risk and I could build a Yurt like home. Also it would be great to be in a place where there are neighbors reasonably close that may develop into a community.

Any specific advice about this would be appreciated, as would any other general advice about buying a lot in this area.

The two areas are vastly different, Blacksands is closer to the ocean and the eruption. The lots there are small- 60'x125', roads are fair. Hawaiian acres is inland, mostly 3 acre lots, most of the roads are very bad. One of the gripes friends I know in Blacksands have is the noise from neighbors- dogs, generators, arguments, etc. I lived in Hawaiian Acres, it can seem very remote, it took 1/2 hour to get to the highway from home. Neither area is known for having soil, but most things grow well in rocks here.

Is Hawaiian Acres a little further removed from the lava zone?

Hawaiian Acres is a few miles farther away from the current eruption than Blacksands. Insurance companies consider it a better risk because historically over the last 300 or so years lava has not flowed in the area. Part of Hawaiian Acres floods during heavy rains.
