Other than Craig's list, you can look at the online version of the tribune herald: Hawaii Tribune-Herald :: Hilo, Hawaii > Front
That should have some rentals listed in it.

The electric rate is forty five cents a kilowatt hour, so depending on how much you conserve electricity, your bill may be less than $150 a month although some folks pay a lot more than that and some folks pay less. It takes awhile to get into the conserve mode since many newly relocated folks are not used to thinking about how much power they use.

If you are on the County water supply, it could be around $25 a month perhaps less if it is an apartment instead of a house with a yard. No trash service so no trash pickup bill, maybe in town there might be that sort of service, we don't have it out in my area, though. There may be a sewer bill, if you are in town itself, otherwise, not. Paying for a monthly parking spot isn't very likely in Hilo town although it is something you could perhaps run into in Honolulu.

Our basic cable runs $55 a month, basic land line phone is $30 a month and the cell phones run $45 a month. You can shop around and see which services and plans you want for those if you want them at all.

There aren't that many services available so you don't have to pay for them. Of course, you don't get the use of them, either.
