This was fueled by racism, long tolerated by school administration. Last year a friend of mine had to pull his son out of that school and let him finish on the mainland. The student was emotionally equipped to handle the one-on-one attacks, but what he couldn't handle was groups of one color attacking him because his was different, while shouting that (insert race) should go home. Complaints were lodged, and NOTHING was done. This is not the fault of parents, this was the fault of school administration.

On the other hand, on the other side of the island, another high school with a long history of racial tension "magically" improved when the old administration was replaced with a new one with a (near) zero tolerance.
