Apartment transfer was cancelled .... (apartments, leasing, living in)

A week ago, we signed a transfer paper and submitted $500 transfer cashiers check and expected to move into another unit as we agree on the transfer form. Today, The apartment office leasing girl told me current resident changed their mind and decided to renew another year, we can't to do transfer. At the end of last month, the office leasing girl told me the unit resident has noticed the office they will be move out this month and she will take the unit out of market as soon as we signed up transfer form. We signed up the form at the same day and give the office $500 transfer fee next day at the end of last month. We have been living in different apartments in a different state, and never have had this kind issue that is beyond my imagination. Any suggestion on this as to what steps? Thanks!
