My retired parents are interested in moving to the Boise area, and want to buy a new home but with no HOA. Short of them buying property and doing a custom build, is that even available in Boise?

It is, but in the older neighborhoods mostly. The HOA fees are very reasonable and pay for the common pumping of the pressurized irrigation water and common area landscaping. Not a lot of fluff depending on the association.

Infill projects, that's about it. We've built several duplexes on lots around town that aren't in an HOA because they were old single leftover lots and not part of any subdivision, or a lot where an old house burned down, or something.

Pretty much all new houses in subdivisions are going to be in an HOA, though.

I saw in todays real estate listings a "new" infill duplex that did have HOA fees, though it stated they covered outside maintenance. I'd think that could be an advantage to retirees (depending on how much they are of course).

My point was that even infill may have HOAs and HOAs can have benefits.

True, but they are currently in an HOA now and unhappy with the situation, hence the avoidance.

HOAs are the devil. It's like having a parent looking over your shoulder. Buy a tear-down in a mature neighborhood and have a house built to suit them.
