No, their policy holders can jump ship, which is what many people will do if they raise their rates enough. It looks like they figured that out, which is probably why they didn't raise their rates.. yet.

It'll be interesting to see what their rates are in a couple of years; I'm guessing they'll raise rates after those PR storm has blown over and they'll do it in smaller increments so it's not so easy for the media to sensationalize.
