What state or country for that matter, has a greater diversity of cultures, topography and freedom of self expression than California, U.S.A.

No state including CA is like that in it's entirety. It's cities and/or metros in states that give a state this reputation. Using this formula however I would say; New York, Washington, and perhaps Massachusetts come to mind?

Oh forgot we're also talking about countries; Belgium, Netherlands and Germany come to mind. All are actually quite diverse although the latter does have a few more restrictions than the first two. I'd say it's tied with CA perhaps.
