Hello there,
The reason why we would like to move out from LA county(San Fernando Valley) is because we wanted to own a house now. House prices here are expensive, high $450K for a 60 year old house. Home prices in Tehachapi is way cheaper and their newer so we've considered to buy over there. We've visited the place and it's very beautiful, small town, not many traffic and not crowded. We were pleased of what we've seen so far. We drove around to some neighborhood and we're amazed at how beautiful it was.
We really considered buying a house in this place. When we were on our way to this so called stallion springs to scout around the neighborhood, we've seen some signs on the road that there might be flooding. That worry us. Would like to know how often this roads gets flooded? Also would like to know if electricity blackout/brownout happens here? How often if it's?
Another thing I would like to know is, the rules in the residential areas in terms of like installing fences around your house, planting plants/trees like oranges, apple, citrus, gardening(types of vegetable to plant), landscape lawns? Stuff like that. Is there such a rules/regulations? It would be nice to plant trees that may act as a blockage or obstruct particular view of the house. Thanks for the input?

I would start here and do some reading, personnel at city hall are pretty accessible.

Power outages do not happen very often in Tehachapi from my experience, flooding is not really a huge issue either, but I would contact an experience realtor in this area that can better answer your questions. Tehachapi gets about 12 inches of rain per year.

AFAIK, the power outages happen with frequency on the valley floor, below Tehachapi, in Mojave, due to strong winds that come through. You wouldn't want to locate anywhere near there. It's not an issue, up high, where Tehachapi is. You do get snow up there, though. You can get even get blizzards. You'll definitely have seasons. Remember: snow gives you water.

You can plant whatever you desire, only thing to condider would be its surviveability in our climate, oh and the desirability the vegetation holds to the deer that freely roam Stalian. They will eat all of your most prized growths at times. The good news is you can easily adjust by taking the necessary protective steps, so its not a real concern.
No, blackouts are rare & very short lived if they happen at all. Longest i remember there being one was 2 hours MAX. YEARS ago.
