How much of California's weed is still being grown by the cartels? Did the government think they would just walk away?

They wouldn't walk away voluntarily. But they can be squeezed out if the government doesn't over tax and regulate legal weed production to the point were not enough can be grown to satisfy demand. The cartels will be happy to supply any shortfall.

This is the Colorado model. Legalize recreation pot, but just barely, so that the legal pot becomes a luxury good. especially meant for pot tourists. In the mean time, the black market supplies the bulk lower end of the market. If the government wants to squeeze out the cartels, they need to allow large scale, low cost legal pot production.
