The Milken Institute just release its 2008 annual ranking of US metropolitan areas based on Job and Economic Growth.
2008 Best Performing Cities - 200 Largest Metros

The rankings are based on the increase in jobs, increases in salaries, and growth in the regional economy. They also use the factors for 2 time periods, a 5-year 2002 to 2007 and a 1-year 2006 to 2007.

The top ranked larger metro areas in California out of 200 nationwide were (with their national ranking shown):
12. Bakersfield
47. Fresno
53. Riverside-San Bernardino-Ontario
58. Sacramento-Roseville
64. Visalia-Tulare-Porterville

The top ranked smaller metro areas in California out of 124 nationwide were (with their national ranking):
52. Chico
59. Redding
71. Napa

The national top 10 larger metro areas were:
1. Provo-Orem, Utah
2. Raleigh-Cary, N.C.
3. Salt Lake City
4. Austin-Round Rock, Texas
5. Huntsville, Ala.
6. Wilmington, N.C.
7. McAllen-Edinburg-Mission, Texas
8. Tacoma, Wash.
9. Olympia, Wash.
10. Charleston-North Charleston-Summerville, S.C.

2002-2007 perhaps.

But beginning in 2007, the home loan fiasco really clobbered those areas and the effects are still felt today. I think we should take this with a grain of salt.

Very true, I'm also curious about next year's rankings.

But, so far, Bakersfield and Fresno are tracking at about the same economic slowdown as the state, the Inland Empire is the area that has been hit harder.

Unemployment rates
California - July 2007 5.3% July 2008 7.3% up 2.0 points

Bakersfield/Kern County - July 2007 7.9% July 2008 9.9% up 2 points
Fresno County - July 2007 8.2% July 2008 10.1% up 1.9 points
Riverside County - July 2007 6.4% July 2008 9.3% up 2.9 points
San Bernardino County - July 2007 5.7% July 2008 8.5% up 2.8 points
Los Angeles County - July 2007 5.4% July 2008 8.1% up 2.7 points
Orange County - July 2007 4.1% July 2008 5.7% up 1.6 points
San Francisco - July 2007 4.6% July 2008 5.8% up 1.2 points
Santa Clara County - July 2007 4.9% July 2008 6.4% up 1.5 points
