It sounds like you REALLY want to go to Montreal and the reason why Vancouver is a second choice is because it's closer so the air fare won't be as much. I'd say go to Montreal because that's what you really want to do and because I think in the long run Montreal may be a less expensive place to visit than Vancouver is. You might save money on air fare going to Vancouver but you'll still leave Vancouver with major sticker shock if money is a big issue for you. I've never been to Montreal so I don't know exactly what expenses would be like there to visit but from what I've been reading here and elsewhere Vancouver is the most expensive city in Canada to take a vacation at. So I think you should plan on the extra air fare and visit the city that's plucking most at your heart strings. Don't settle for what would be 2nd best for you and have it still end up being too expensive for you.
