Next week my son is in a hockey tournament in Niagara Falls. We will be there for several days with our other 2 boys as well (ages 14, 11, 9). What is there to do in winter?? Seems like most stuff is closed.
We love nature, outdoors, adventure, factory tours, sightseeing. Not big on museums.

Clifton Hill Rd ...most attractions open
Falls View Casino....I like eating at the buffet with great view of the falls
Butterfly Conservatory....nice and warm inside
Great Wolf Lodge...good to stay at in winter, lots of indoor water slides, etc
I also like driving along Niagara Parkway from Niagara Falls to Niagara on the Lake
any time of year, much less busy in winter, which is a good thing
I just got back from Niagara Falls for New Years. I was surprised to find a lot of attractions open in the cold of winter. Believe it or not there are a lot of museums like Ripley's Believe it or Not Museum, Guinness World Records and plenty haunted houses downtown. But since thats not your cup of tea, there were mini golf courses, and a arcade (like a dave and buster's) with a few rides inside. I did a package deal while I was up there. I paid 25$ (canadian) for access to 6 different attractions like putt-putt golf and the arcade... my favorite though was the sky wheel, which gave you an awesome view of the falls and downtown Niagara.
Plus there are a lot of restaurants and stores to check out in addition to the falls. I can't really help you with outdoor attractions, there is a park on the edge of downtown that have great views of both falls. Anyway, hope this gives you some ideas, good luck!
Be certain to visit the old Hydro Power plant on the Niagara River upstream of the Falls.
