Uber was not available in Winnipeg either. There is a ride Sharing service in Manitoba and Alberta called Tapp Car (Canadian company based out of Edmonton) and it looks like they are expanding to B.C soon.
Uber and Lyft are pretty prominent players in Toronto, so they are not foreign to the Canadian market. My experience with Tapp is that it was slightly cheaper than a taxi, but the service was more personalized. The driver offered me a mint and bottle of water.

Vietnam & Kenya are 2 places for example that I know of that are not 'developed' but 'developing' and have uber, but Vietnam's is called Grab. It still uber, just under a different name.

I'm sure he was being tongue n cheek about the whole thing, but there is an ignorance some have when it comes to the outside world. Just because a country may not have the exact same service you are used to, doesn't mean there isn't a comparable service available. I used Grab Bike in Ho Chi Minh city. It was a lifesaver because it guarantees a fair price for the ride and you are assured the driver has a helmet. Going on my own without that service would have guaranteed paying a lot more for my ride in a place where haggling is a natural part of exchanges. Grab made it is easier and it was super cheap - literally a buck to get to most places you want to go. Grab is in Singapore and Malaysia as well and HQ'd in Singapore.
