Marijuana is not "legal" anywhere in Canada. There is a difference between not actively pursuing charges for posession of small quantities and legalization.
Basicly two judges have ruled Canada's current marijuana laws invalid. This does not mean it is now legal, it does however that it would make it extremly hard for you to be procecuded for having marijuana for personal consumption. Shops openly selling marijuana probably will not happen at this time in Canada however.

Maybe not in Windsor, but there are smoke shops in Vancouver.
Contrary to popular belief, the selling of weed in coffeeshops is not legal in Amsterdam, it is merely tolerated.
Agreed. However, in Canada, it's not tolerated, even in the most lenient markets. It HAS been possible to go somewhere and actually consume weed, but those places got cracked down in Van ages ago, and as for actually BUYING, you are not going to find commercial shops doing this.
