Moving to CA based on parentage (dual citizenship, residency, passport)

In recent years I've thought about leaving the US. My mother is from Canada and my father from Germany; both have since become US citizens and have dual citizenship. Unfortunately, I was born in the US.
A couple of years ago I looked through the CA immigration website and learned that it's possible to get residency and a CA passport because my mother is Canadian. I would have to go through a load of paperwork and provide documentation of her family and birth certificate, etc.
I am long estranged from my family, so I'd probably have to collect such documents from public records in Canada, etc. The last time I mentioned to my mother I was interested in moving to Canada she told me to forget it because it's too cold there, end of story, and she didn't want to be bothered with getting official copies of her birth cert, etc.
