I see that you are from southern Arizona so I get it that you may not know that in the upper midwest there are actually ice roads on some lakes as Drover said. It is fairly common in some places.
That being said, it surely depends on the individual policy and/or what the insurance company determines, i.e. negligence.
I know of one instance where insurance did not cover it, and another where it did, minus the recovery cost.
