Disclaimer: I don't know these people personally nor do I get a penny from them for mentioning the cat-safe enclosures they make.

I'm a big believer in indoor-only cats since I lost so many indoor-outdoor cats over my lifetime. These enclosures allow cats to spend time outdoors sunning and watching the world go by SAFELY. They're similar to the one my husband and I made for our 4 cats. The reason I'm mentioning this particular place is people on another forum have ordered from them and have been happy with these enclosures. All the cats dearly love them. The man claims he can make them to order in any size and can make portable ones for those who travel in RVs or live in apartments (enclosure goes on the balcony) and may someday move. If we hadn't alredy made something similar for our cats I would have ordered one already. The pictures alone will give you ideas of what you can buy or make yourself.

Why do they whine? Were they outdoor cats at one time?

My cats love the outside enclosure we made for them. They have a good view in three directions. The forest behind us, the gardens and yard to the west and the driveway and road out front, a short distance away in the third direction. When we're working out in the yard or washing the vehicles or RVs they're out there watching us. They also spend time in the FL room and spent many happy hours watching a house wren couple raise their babies in a nest between the roof soffit and downspout curve. We have a very large cat-condo out there and at times all 4 of them were on it watching the birds. The birds I'm sure, saw the cats, realized they could not get to them so ignored them. The cats were intrigued.
