You'r getting Felix the Cat mixed up with Fritz the cat.
Felix was from the 1920's and 30's. There was no film rating system in his day, and his actions on screen did not need any. He was revived in the 50's for use on kids TV.
Fritz was from the 1970's. He came out of the 60's cultural revolution by way of underground comics. He played in the world of sex, drugs, civil rights, and radical politics.
"Fritz the Cat" was originally rated X, but was changed before actually being shown. However the X rating was still shown on much of the advertising and posters.
