Oh they do for sure. But except for mothers to kittens, it's not all that common, at least in my experience. None of the adult cats we had over the years ever 'talked' to each other. Most of them were females and never were on speaking terms with each other anyway.
The only talking they ever did amongst their selves was growling/hissing/howling during disputes over personal space or lap time.
I had seen this video before, and it is quite adorable. This has to be an exceptionally bonded pair.
